Crisis surge or lasting shift? China’s solar exports double in a month

Chinese solar exports surged in March, doubling to a record high as demand accelerated across dozens of markets, according to a new report. The spike comes as global energy systems react to renewed geopolitical tensions in the Middle East and the dual blockade of the Strait of Hormuz by Iran and the US. The Persian Gulf shipping corridor, a critical chokepoint for global oil and gas flows, has become a focal pressure point amid escalating tensions that began on February 28 with US-Israel military strikes on Iran. The ensuing energy crisis has caused massive economic pain in countries such as India and other emerging economies, where soaring fuel costs have stoked inflation and strained national budgets. Against this backdrop, China exported 68 gigawatts of solar panels, cells and wafers in March – roughly twice February’s level – according to London-based energy think tank Ember, using Chinese customs data. The scale of the increase is striking. The latest monthly total is equivalent to Spain’s entire installed solar capacity and exceeds the previous record set in August 2025, by nearly half. The surge was broad-based. At least 50 countries recorded all-time highs in their imports of Chinese solar equipment, pointing to rapid expansion across emerging and developed markets. In Africa, imports jumped 176 per cent month on month, driven by Nigeria, Kenya and Ethiopia. Each imported more than 1GW in a single month for the first time on record. Asia’s imports also doubled overall, with particularly strong gains in India and Malaysia. Advanced economies were part of the trend as well. Japan, Australia and the European Union all recorded higher import levels. The solar boom was mirrored across China’s broader clean-tech sector. Exports of solar products, batteries and electric vehicles reached US$21.9 billion in March, up 70 per cent year on year. The drivers of the surge appear to be a mix of short-term and structural forces. On one hand, it was likely that shipments were brought forward in advance of policy and tax changes. On the other, a deeper shift is under way as countries respond to energy security concerns and take advantage of rapidly falling solar costs. “Trade data is famously very noisy,” said Euan Graham, senior data analyst at Ember, noting that the full impact of recent geopolitical tensions would take time to emerge. Graham argued that while it was likely that some orders were pulled forward, governments were also beginning to raise their solar ambitions in response to the renewed instability in fossil fuel markets. According to David Zhang, a policy analyst at Trivium China, an analysis firm in Washington, the timing and scale of the March spike strongly suggested a front-loading effect, making the pace unlikely to be sustained in the near term. But he emphasised that the underlying trend remained intact as demand broadened beyond Europe into emerging markets, where solar is increasingly attractive because it is cheap, modular and less exposed to fuel price volatility. “March was an inflated month but it was inflated on top of a real demand trend,” he said. The shift is reinforcing China’s position at the centre of the global solar supply chain. The country now produces more than 80 per cent of the world’s solar components, a dominance built on years of state-backed investment and large-scale manufacturing. By 2023 and 2024, that expansion had helped to drive solar panel prices down by nearly half, dramatically improving affordability worldwide. Zhang noted that Chinese policymakers and companies were increasingly framing clean-energy exports not just as climate solutions but as a form of energy security. The argument is gaining traction as risks to oil and gas supply routes intensify. As some Western markets tighten restrictions on finished solar panel imports, Chinese manufacturers are shifting towards exporting intermediate products such as cells and wafers. “As major markets restrict imports of finished panels from China, this move allows Chinese manufacturers to keep playing a core role in supplying a larger share of global solar PV demand,” he said. The strategy may help to sustain global market share but it also highlights growing friction. The US and European Union have accused China of using subsidies to create overcapacity and undercut competitors, raising the prospect of further trade barriers. There are also practical limits to how quickly the present surge can translate into deployed energy. Rapid import growth raises the risk of inventory build-up if installations lag behind shipments. Whether March marks a temporary spike or a sustained acceleration remains unclear. The outcome may depend less on manufacturing capacity, which China has in abundance, and more on how quickly countries can build the grids, financing systems and project pipelines needed to absorb it. “The current demand pattern looks more diversified, with strong demand from emerging markets. Still, the key question is whether these markets can install and connect capacity as quickly as they import it,” Zhang said.
