The Chinese military’s top general has pledged to crack down on “fake loyalty” and “two-faced men” and to speed up weapons development in the next five years.
General Zhang Youxia, vice-chairman of the Central Military Commission and a Politburo member, made the remarks in an article published as part of a collection supporting the Communist Party’s policy recommendations for the 15th five-year plan from 2026 to 2030.
The articles – written by dozens of senior officials from all policy areas – elaborate on the proposal for the plan issued by the top leadership after the fourth plenum, a key party meeting held two weeks ago.

The full five-year plan for the country’s social and economic development will be unveiled in March during the annual session of the top legislature.
In his article, Zhang called for the military to comprehensively eliminate “poisonous influences and long-standing problems”, without elaborating or naming any individuals.
