Retired Hong Kong star tutor ‘K Kwong’ avoids jail sentence over upskirt video

A retired Hong Kong star tutor has been spared jail for taking upskirt footage of a woman at a railway station last year.

Sha Tin Court on Monday placed Kenneth Kwong Si-san, 64, on probation for a year in light of his timely guilty plea and lack of a criminal record before the offence on February 14, 2024.

The court heard that the defendant, better known as “K Kwong”, used his smartphone to record a 10-second video up a 28-year-old woman’s skirt while on an escalator at Tai Wai station that afternoon.

A 57-year-old man noticed Kwong’s crime after the retiree tried to walk past the victim with his phone’s camera facing upwards.

Under police caution, Kwong claimed he did not know when he had pressed the record button but acknowledged that the footage was saved on his device.
