Panel chairman Justice David Lok visits scene of blaze with committee members to understand ‘actual environment’ at estate

Members of an independent committee created to investigate Hong Kong’s deadliest fire in decades inspected the scene of the blaze on Tuesday morning to get a better understanding of the environment and conditions at Wang Fuk Court.

Committee chairman Justice David Lok Kai-hong was joined by Executive Council member Chan Kin-por and outgoing MTR Corporation chairman Rex Auyeung Pak-kuen, who are both on the panel.

The committee members were spotted wearing full protective gowns as they arrived at the housing complex in Tai Po at about 11am. They inspected Wang Chi House, the only tower among the eight at Wang Fuk Court to be undamaged by the inferno, before leaving at around 12.20pm.

In a statement in the afternoon, the committee said it had inspected various indoor and outdoor locations at the estate, without specifying which areas.

“[The inspection aimed] to gain a better understanding of the actual environment and conditions of the estate; the causes and circumstances that led to the fire and its rapid spread; the fire service installations and equipment used in the buildings; the materials used in building maintenance and renovation works; and construction safety matters,” it said.

The statement included a photo showing Lok, Chan and Auyeung listening to briefings held at the scene. It is understood that the Fire Services Department conducted parts of the briefings.
