Ukraine has intelligence that shows China is supplying artillery and gunpowder to Russia, Ukrainian President Volodymyr Zelensky said on Thursday.
“We have finally received information that China is supplying weapons to the Russian Federation,” Zelensky said at a press conference in Kyiv.
“We believe that Chinese representatives are engaged in the production of some weapons on the territory of Russia,” he said.
He did not specify whether he meant artillery systems or shells.
The allegation is likely to upend relations between Kyiv and Beijing, already strained by Ukraine’s making public its capture of Chinese nationals fighting for Russia.
Liu Pengyu, a spokesman for the Chinese embassy in Washington, said in a statement on Thursday night that China “has not – and will not – provide weapons to any party involved in the conflict. This position has been consistent and clear”.
China has so far tried to maintain an outward perception of neutrality in the three-year war prompted by Russia’s full-scale invasion of Ukraine.
But China is a close political and economic ally of Russia, and Nato members have called Beijing a “decisive enabler” of the war, which it has never condemned.
Ukraine has previously urged China to use its influence over Russia to push it towards peace.
“We already have facts about this work by China and Russia to strengthen their defence capabilities,” Zelensky said, voicing his dismay as he said Chinese President Xi Jinping had promised him Beijing would not sell or supply weapons to Moscow.


China on Tuesday rejected what it called “manipulation and hype” around two of its nationals captured in Ukraine.
“China is verifying the relevant information and circumstances,” foreign ministry spokesman Lin Jian said when asked about the prisoners of war.
Beijing urged “relevant parties to accurately understand China’s objective and impartial stance, and to refrain from political manipulation and hype”, Lin said.
Ukraine on Monday held a press conference at which Chinese prisoners of war under armed guard told journalists they hoped to be swapped and warned other Chinese nationals not to go to fight.
Zelensky said last Friday that several hundred Chinese nationals were fighting at the front line alongside Russia.
But Beijing insisted on Tuesday that it had “repeatedly issued safety advisories, urging Chinese citizens to stay away from areas of armed conflict and to avoid becoming involved in conflict in any form”.
“With regard to the individual actions and consular cases involving Chinese citizens overseas, China handles them in accordance with the law,” Lin said.
