Editorial | Independent probe into fire and Legco poll go-ahead important steps forward

Judge-led review committee will enable systematic reforms while new lawmakers will work with government to follow up on the necessary changes

Nearly a week into the Tai Po fire tragedy, the Hong Kong government yesterday made two key announcements on the way forward. An independent review committee will be established to look into the deadly inferno and the relevant issues. The Legislative Council elections will be held on Sunday as scheduled.

Isolated as they may seem, the two decisions are seen as important steps by the government to steer investigations and reforms in the immediate and longer term. The committee, to be led by a judge, will examine the cause of the blaze at Wang Fuk Court and enable systematic reforms. The new legislature will work with the government to follow up on necessary changes and reforms, according to Chief Executive John Lee Ka-chiu.

The eight areas of review outlined by Lee are comprehensive, ranging from safety rules to supervision at different levels. Issues such as vested interests, conflicting roles, the responsibilities of regulatory personnel across all stages of the project chain, including government bodies and authorised professionals, are also covered. The adequacy of existing legislation and penalties will also be reviewed.

Setting up an independent review committee does not follow the previous way of establishing a commission of inquiry, as with the 2012 Lamma Island ferry collision and 1996 Garley Building fire; we trust it will conduct the investigation dutifully and can complement the work of the task force on investigation and regulation, one of three set up by the government in the wake of the fire.

Whichever the format of investigation, the objective is to find out what went wrong and fix the problems. The public expects nothing short of a comprehensive review of all the relevant issues, holding those responsible accountable, punishing the culprits according to the law and preventing a recurrence. The committee should dive into the incident expeditiously and come up with answers and recommendations in due course.

The move came as the latest investigations found the contractors responsible for the renovations were suspected to have deliberately mixed substandard and less costly protective nets with fire retardant ones to get around government inspections. The practice is said to be common across the industry and must be followed up by authorities. Necessary action must be taken once enough evidence is collected.
