North Korean sanctions ‘aren’t working’ says South Korean president

North Korea has secured billions in foreign funding from Russian arms sales and illegal coal exports, according to South Korean officials, who cast doubt on whether sanctions are having an impact on Pyongyang’s nuclear ambitions. South Korean President Lee Jae Myung said in a speech that despite signs that things are “getting worse”, Seoul would not give up on North Korean denuclearisation programmes.
