Hong Kong conducted a counterterrorism drill with the largest-ever level of public participation on August 28, 2025. The exercise at the Kai Tak Cruise Terminal simulated a terrorist attack on critical infrastructure. Code-named “Bravelight”, the drill aimed to strengthen Hong Kong’s counterterrorism expertise and the coordination capability of government bureaus and departments for responding to various forms of terrorist attacks.
